The power, status and influence of a senior executive makes it hard to find someone within the organisation who would be able to act as an impartial investigator.

Many organisations have a policy of appointing an internal investigator who has at least the same level of seniority as the person being investigated.

This can also be difficult, as anyone with that level of seniority is likely to be well-known to the individual, and hence cannot be impartial.
